Jammu & Kashmir Government Announces ₹10 Lakh Ex-Gratia for Families of Pahalgam Terror Victims

In the wake of the horrifying terrorist attack that struck Pahalgam on April 22, the Jammu and Kashmir government has stepped forward with a significant relief package aimed at supporting the grieving families and injured victims. The deadly strike, which claimed the lives of 26 innocent civilians—primarily tourists—has shaken the Valley and sparked national mourning. In response, the administration led by Chief Minister Omar Abdullah announced on Wednesday an ex-gratia payment of ₹10 lakh for the family of each person who lost their life in the senseless violence.

Calling the attack “despicable and barbaric,” Chief Minister Abdullah issued a deeply emotional statement via social media, where he condemned the act in the strongest terms and extended heartfelt condolences to the bereaved families. “This barbaric and senseless act of brutality against innocent civilians has no place in our society. We mourn the precious lives lost,” he said.

Beyond the ex-gratia for the deceased, the government has also committed to financially supporting the injured. Victims who sustained serious injuries will receive ₹2 lakh each, while those with minor injuries will be granted ₹1 lakh. The Chief Minister underscored that while no amount of monetary compensation can bring back lost lives, the assistance is a gesture of the administration’s solidarity and support during this devastating time.

To ensure dignity for the departed, the government has arranged for the swift and respectful transportation of the victims’ mortal remains to their home towns. Emergency medical teams have also been deployed, and those injured in the attack are being treated at top hospitals, receiving the best available care.

The attack took place at Baisaran meadow, a picturesque location near Pahalgam famously referred to as ‘Mini Switzerland’ due to its pristine landscape. The target—primarily unarmed, unsuspecting tourists—has intensified outrage across the country. Among the deceased were also two foreign nationals, one each from the UAE and Nepal, along with two local residents.

As investigation and combing operations continue, security agencies are combing the surrounding terrain, focusing on nearby forests and suspected infiltration routes. Early intelligence suggests the assailants may have entered the region via Kishtwar, passing through Kokernag in South Kashmir before launching the attack. The Resistance Front (TRF), widely recognized as a proxy outfit of the banned terror group Lashkar-e-Taiba, has claimed responsibility for the assault.

Chief Minister Abdullah assured that those responsible for this act of terror will be pursued relentlessly. “Terror will never break our resolve. We will not rest until those behind this barbarity are brought to justice,” he declared.

The attack has galvanized both national and international leaders. Prime Minister Narendra Modi cut short his diplomatic visit to Saudi Arabia and returned to New Delhi upon hearing of the tragedy. Home Minister Amit Shah flew to Kashmir to oversee the response on the ground, meet with families, and review ongoing security operations.

Global leaders have also condemned the attack and extended their support. U.S. President Donald Trump expressed solidarity with India, offering his condolences and affirming America’s commitment to stand with its ally against terrorism. Similarly, China’s Ambassador to India, Xu Feihong, described the incident as “shocking” and conveyed deep sympathies to the victims and their families.

As India grapples with the emotional and strategic aftermath of the attack, the unity displayed across political, social, and international spheres has underscored a collective will to fight terrorism.
