India’s special three-day Parliament session witnessed dramatic scenes on Thursday as Prime Minister Narendra Modi addressed the Lok Sabha amid a fierce political battle over the proposed Delimitation Bill and constitutional changes linked to women’s reservation. The high-stakes debate has triggered sharp reactions from opposition parties and leaders from several southern states, who fear the move could reshape India’s electoral balance.

The session, which began in New Delhi, is focused on three key legislative proposals: the Constitution (131st Amendment) Bill, 2026, the Delimitation Bill, 2026, and the Union Territories Laws (Amendment) Bill. Together, these measures are being described as some of the most consequential electoral reforms in recent years.

What PM Modi Said in Lok Sabha

During his address, PM Modi defended the government’s proposals and described them as steps toward a stronger and more inclusive democracy. He highlighted women’s representation as a major priority and said the reforms are intended to ensure fairer participation in future elections.

Why the Delimitation Debate Is So Heated

Delimitation refers to redrawing the boundaries of parliamentary and assembly constituencies based on updated population data. The latest proposal also includes a possible increase in Lok Sabha seats, with reports suggesting the total strength of the House could rise to 815 seats.

This has sparked fears among several southern and eastern states that states with slower population growth may lose political influence, while more populous northern states could gain a larger share of seats.

Opposition leaders argued that states which successfully controlled population growth should not be politically penalized. Several MPs demanded clarity on how the seat distribution formula would work.

Opposition Mounts Strong Protest

The INDIA bloc and other opposition parties strongly objected to the bills, calling the proposed formula politically motivated. Heated exchanges were reported inside the Lok Sabha as members demanded more time for debate.

Some MPs wore black attire in protest, while others questioned the timing of the bills ahead of future elections. Senior opposition figures claimed the government was trying to redraw the political map for electoral advantage.

Despite the protests, the House proceeded with the introduction of the Constitution Amendment Bill after a division vote. Reports said 251 members supported the motion while 185 opposed it.

Women’s Reservation Also in Focus

Alongside delimitation, the government’s push for implementing 33% reservation for women in Lok Sabha and state assemblies became a major talking point. Ministers said the reforms would significantly improve women’s representation in politics.

The proposed expansion in seats is being linked to smoother implementation of women’s reservation without reducing existing state quotas. This strategy is being seen as an attempt to address earlier objections.

Lok Sabha Speaker Om Birla indicated that a long debate would continue before voting on the three bills. According to reports, voting is expected during the later stage of the special session.
