Satya Niketan building had no sanctioned plan
The collapsed property was identified as P-14 in Satya Niketan. The building stood on a plot measuring around 55 square yards.
According to the MCD report, the property had a basement and floors up to fourth floor. Officials said there was no sanctioned building plan for structure.
The report also found no available record of booking or sealing. Officials said the basement had undergone unauthorised construction.
A senior civic official said changes to an existing basement could not have been legally approved. The official described such construction as hazardous.
Fifth floor and construction violations under scrutiny
Officials said the fifth floor was not permitted under the applicable Floor Area Ratio rules. The building was reportedly being used as a paying-guest accommodation.
Investigators are examining renovation and construction activity before the collapse. The exact cause of the structural failure has not yet established.
Police have registered an FIR against the property owner, Hariram Bansal, and others. Authorities are investigating whether structural alterations contributed to the collapse.
Action against officials under MCD scanner
The latest order puts the role of civic officials under renewed scrutiny. The MCD has warned that negligence in allowing illegal construction will invite strict punishment.
